What is the relationship between ISP's Access and my desktop?

Is there any similarity between my copy of Access 2003 and what an ISP
offers with hosting plans which include Access? I am creating a database
for a friends new talent agency and believed I could develop it on my
computer then upload it to the ISP. A post I saw earlier seems to say that
this approach is completely wrong ?

The data only can be run from the ISP's servers. The forms can be cold
fusion pages or asp/IIS pages or use another language like php that can
extract data from the tables and present it to the user.
