What is the official Microsoft Policy on using non certified systems in a test?

Hello,

Can someone point me to an official statement from Microsoft that details
their position on using non-certified systems as test hosts or clients
machines and any legal or technical ramifications of doing so.

I will be in charge of WHQL certifications (and creating the department) for
our company so I need to be very clear on this.

Kevin, according to the test kit documentation, the test hosts and clients
must be included on the Microsoft Windows Hardware Compatibility List or the
Microsoft Windows Catalog.
If you want to use existing hardware, just logo your machines first.
