Depends on what you are using to measure the performance with and what the
system is doing.

I have seen some programs that will show a multi-processor (or Hyper Threaded
processor) system running at 200%-300% because it adds up the percentage use
from all procs. The more procs the more chance of seeing numbers like that.

For a single proc machine it shouldn't exceed 100%. :o)

If I had a machine that regularly ran above 90% and when I mean regularly I mean
for hours and hours on end it ran at above 90% on a normal basis then I would be
looking to see if there was something wrong or I needed to upgrade hardware.

As a general rule, my 3Ghz P4-HT, 2GB RAM machine tends to run at about 2%
utilization. If I am running several VMs either through VMWARE or Virtual PC I
can get it up to and hold it at 80%-90% utilization. I can also get it to
98-100% and hold it there for a while when compiling large c++ programs.
