what is the best programme to create a scrapbook

As Suzanne says, it's not Word. You could use Publisher but Hallmark has
software specifically for scrapbooking. Check at your local office supply
store or even Target.

As in Hallmark Cards? I don't know if they are sold outside of the US or
where you're located so you may not be familiar with them.
