What is the best OS for FP 2002?

I need to know what operating system to use with FrontPage 2002. I was using Windows 98se but I wasn't getting everything I needed to work. So I bought XP Home and then found that it doesn't include or support PWS. So now I don't know what to get now. I can't get Windows Server 2003, unless Bill Gates donates it to me. I cannot get a good comparison of Windows 2000, Windows 2000 Server, or Windows XP Pro. Oh, The Horror!!!! Help me somebody....Please help!!!

FP2000 or FP2002/3 will work just fine on either Windows 2000 Pro or Windows
XP Home or Pro.

The only limitation between Windows XP Home and Pro, is the ability to run a
web server, if you need this functionality, then you either have to have
Windows 2000 Pro or Windows XP Pro.

FP2000, FP2002/3 do not require the use of a web server as by default they
will work with disk-based webs.

Windows 2000 Pro and Server both use IIS5. XP Pro uses 5.1.
The advantage of the Pro versions (2000 or XP) is mainly
cost. Their disadvantage is the limit to how many sites
they can host and to their amount of concurrent connections,
which I believe is 10. Server versions of the OS (2000 or
2003) allow more sites and more connections.
