What is ost file for Outlook 2003?

Based on email server setting, each user's limited quota is 400 MB, whenever
the account is over this size, user will receive warning message. Therefore,
recently,
for the inbox, I have moved all emails into local harddisk, and make the pst
file less than 10MB, but I get no idea what the ost file is about, which is
over 400MB.
Does anyone have any suggestions on how to reduce the size?
Thanks in advance for any suggestions

the ost is the offline folder used by cache mode. you need to move mail
from it or delete calendar and tasks - also check the journal folder. Once
you have removed items from the ost, compact it (r-click on the top level
folder and choose choose properties.)
