What is Intelligent Explorer??

This toolbar called, "Intelligent Explorer", has
showed up whenever I log onto the net. I have tried to
eliminate it but it always comes back next time I log on.
Is it from Microsoft, and, how can I get rid of it??

Ad-aware from http://www.lavasoft.de/software/adaware/ will remove this.

If Ad-aware doesn't clean it up completely, try steps 1-6 at
http://www.aumha.org/a/quickfix.htm and step #7 (a HijackThis log) if
necessary.
