Intelligent explorer

How do I permanently turn off intelligent explorer?
Whenever I go to Tools, Toolbars, and uncheck Intelligent
Explorer, the toolbar is not displayed. However, when I
close then relaunch Internet Explorer, the Intelligent
Explorer toolbar is there again.

Help. I never use it, it is a waste of space, and it
gives me worthless default buttons for Cheap DVD, Jewelry
and Horse Racing.
