What is error message x800ccc19 in Outlook?

I'm having trouble with Outlook connecting to the server. The connection
times out, and the error message that appears is x800ccc19. I would like to
know what this means and how to fix it.

You need to check your POP3 and SMTP settings in Outlook and also you
need to ensure that you have dialed up using the correct ISP number if
you have multiple dialup numbers on your desktop.
