What is an adjustable cell?

Binary constraints

I am trying to use a binary constraint in the Solver and set a group of cells
to binary. However, the error - Binary Constraint Cell reference must only
contain adjustable cells. I tried deleting $ from address of cells, but it
made no difference. Can someone please tell me what an adjustable cell is and
how I can get binary to work as a constraint?
