What is a baselineskip?

What does it means when the instructions says to type in 10pt roman, single
spaced with baselineskip of 13pt.
 
It means that whoever wrote it doesn't know how such instructions are
normally given.

In ordinary specifications, that would be "10 pt leaded 3 pt"; in
Word's terms, it means to set your Line Spacing to Exactly 13 pt (in
Format > Paragraph), and your font size to 10 pt (which you can do
right in the toolbar, though you probably should do both the
measurements in a paragraph style),
 
Sounds like they mean 13-point leading, which in Word terms would be line
spacing of Exactly 13 pts.
