What does this mean?

Occasionally I get the following warning

"winsock driver error.....not enough memory to initialize winsock
driver" ( 10055)

I have 1.5 gigs of ram and when I look at Task Manager the sum of the
memory usage is only about 600k.

What can the matter be??

What can the solution be??
