In a language that an idiot like me can understand, please tell me what the
following statement from my web hosting provider mean?
What does it allow me to do with FP 2003?
More important, what does it NOT allow me to do?
Please target your answers for the lowest possible denominator = me. :)

Are all the features available in FrontPage supported on my ValueWeb
account?
Since FrontPage was created for developing web-sites in the Windows
environment, some features are only available when the site is hosted on an
NT Server. ValueWeb only hosts on Linux servers. The features that will
not be available with your ValueWeb account are the following:
Active Server Pages
ODBC and MS SQL Database connections (Access, FoxPro)
ActiveX
VBScript
SSL (Secure Socket Layer) Forms Processing (using the WebBot Save Results
component)*
Front Page User Reports

It is very simple, they have outlined the features that they do not support.

The first 4 items eliminates the use of ASP/ASP.net and the FP database
component. However you could still learn PHP, and work with MySQL server if
you have a need to use a database or display dynamic content.

The fifth item, means that SSL is shared and is not configured to process
forms requiring the FP Form Handler.

The sixth item indicates that you can review any server stats related to
your site traffic via the FP component.

Well, that is what confuses me.
The matrix lists what FP 2003 features are available when FrontPage
extensions are supported, and yet the page I quoted contradicts several of
those if I am reading it correctly.
Microsoft lists ValueWeb as being a "FrontPage Partner" (or whatever they
call it), and yet it seems to me a lot of the FrontPage extensions are
missing.

Each host that offers the FP SE can chose to not offer all features
Some features of the FP SE require a Windows Server and will not work on Linux servers
- and they are telling you they are not on a windows server, and the features they list (as not supported) are among the ones not
supported on their non-windows server

Okay, so the bottom line then:
Would it be worth my while to look for another Web Host that provides more
support for somewhere in the same price range?
And where would I begin? There are so many, I have no idea how to narrow it
down.
