What does the error message "Too many different cell formats" mean

I have a fairly large and complicated Excel file. When copied a new
worksheet into this file, Excel kept giving me an error message that said
"Too many different cell formats". In the end it copied the sheet without
cell formats, and it will not let me format the cells. It still gives me the
same error message. I cleared formats from the entire worksheet, it did not
change anything. Any ideas?
