What did I do?

In trying to remove spyware and other things including dead end files, I
guess I removed too much. I cannot open Outlook Express . I have another
user on my computer (The same Icons on both desktops) and I cannot open some
of those programs in the other user. Also, I cannot open Administrator in
the safe mode. What should I do?
