what "delete" is

I set up Outlook with one default account and two secondary accounts
on my home computer. In the secondary
accounts, there are no deleted items folders. So when the command to
delete is executed, the line goes through
the deleted item, but there's no place to send the deleted items to,
since the "move to folder" dialogue doesn't
show you anything but what's in the secondary account that's up on the
screen, and there's no deleted items
folder there. I tried just selecting the item and hitting delete on
the keyboard, but that doesn't work. In the
default account, there's a deleted items folder and mail can be sent
there and when you close out you have the
option to delete the contents, and it works. So both secondary
account folders are filling up with x-ed out
spam. That can't be the way it's supposed to work.

The secondary accounts are presumably either http or IMAP accounts. You need
to do Tools-Send and Receive-Process All Marked Headers.

Thanks for the suggestion, but in my version of Outlook (Office XP
2000) I can't find anything that says Process All Marked Headers.

I think you are a bit confused - there is no such thing as Office XP 2000.
there is Office 2000, and Office XP (also known as Office 2002). Do
Help-About and tell us what it says there....
 
What you're describing is perfectly normal behavior for IMAP accounts in Outlook. If you want to purge a folder of the items that have been marked for deletion, choose Edit | Purge Deleted Items.

Outlook 2007 can perform such a purge automatically when the user changes folders.
