What causes BLANK rows to remain after cutting rows of data?

Using Excel 2000 spreadsheets created by others, I have observed that when
cutting rows of data, sometimes rows are cut out entirely (reducing the
number of rows) and sometimes only the data within is cut, leaving blank rows
that then have to be deleted. What controls this difference? How can I
change a spreadsheet so that the rows get cut out entirely?

A Row is separate from the data that is in it.
the following analogy will give you a rough idea of what is happening.

A Row is like a box. The Values stored in a Row are like the Contents of a
box.
Removing the contents from a box doesn't affect the box itself.
Likewise, removing the contents of a row doesn't affect the Row.

If rows are cut or cleared, Excel just takes the data and leaves the blank
rows.

If rows are deleted, Excel leaves no blank rows.

Perhaps this is what you are seeing?
