I get one on each partition after installing the free AVG virus software
(of course it is a hidden and readonly system file, but the first thing
I always do to windows is make it stop hiding things and lying about
filenames, so I can see 'em sitting there cluttering my disks :).

They are the files that identify virus programs. Without the DAT files
the anti-virus program won't work. Make sure you update on a regular
basis.

Why on earth would it need a separate copy in the root of every disk
partition?
