What am I missing in forms lock?

I've created my perfect form, no sections. I've used tables for all my data
entry. Following the instructions to lock the form so that users can edit
data but not change the form, the whole form locks. Nothing can be entered in
my tables. If I unlock then all the data fields can be filled in (online
form). I thought that the purpose of locking was to enable data input and
protect the form from change. Someone please help.

Also, since I'm using tables, is there a way to change the "tab order"?

Locking works only if you have used form fields (which you can insert within
your table cells if you wish) -- the tables are optional, the form fields
are not.

What you are talking about is what Word calls an "online form." Check this
