Welcome screen

I don't know how I do, to configure my welcome screen again, when I try to
"change the way users log on and off" this message appears in a box :
in title - User accounts
in box - The specific module could not be found
What I shoud do to active the welcome screen again?

And other pronlem is that, when I turn on my notebook, the fisrt message
after loading my settings is in another box : in title - ERROR RUNDLL
in the box: C:\Program~1\NEWDOT~1\NEWDOT.DLL
What is happening with my PC?

Coud you help me?
