Weirdness with IE6

Sorry the subject isn't more descriptive, but I have no idea what has
happened that this has started happening. For example, I always install IE
Toolbar Wallpaper on all my computers, whether running IE5 or IE6. Always
works like a charm. I installed it on a laptop today, and the installer said
it was successful. However, when I select it from the Tools menu, it opens up
Notepad with the apparent code or batch file or exe for the utility. I have
installed/uninstalled it four times now with the same results. I thought
maybe it was something weird going on with IE6, so I went to the Internet
Explorer folder and decided to see what the Install.ins file did in the
Signup folder. To my surprise, it also opened in Notepad!

Does anybody have any idea what is going on and how to fix it?

Right click on the saved applicaton and change the Open with option.

Thanks for the quick response, but I don't think I was clear enough in my
post.

I assume you are talking about the install.ins file when you say right-click
it and select the Open Witth option. I thought of that, too, but the problem
is, change it to Open With what ... ???

As far as the IE Toolbar Wallpaper is concerned, you of course can't
right-click it as it is a menu option under Tools in IE. The problem is, when
selected, instead of offering up the various "wallpapers" you can use for the
toolbar as it usually does, it is instead opening Notepad, which presents
what looks to be the ini file for the utility. I am trying to figure out why
it is it doing that instead of what it is supposed to.

The final question would be, I guess, are these two events related, since
both open up Notepad? Have my associations somehow gotten hammered, and if
so, what do I do about it? Are there any utilities out there that would check
my system for such a thing and offer suggestions how to fix it?

Ran the file associations fixes, but nothing's changed.

I should mention that when I select the Toolbar Wallpaper from the Tools
menu, what opens in Notepad has an extension of hta, which I think refers to
a Hypertext Application ...
