weirdness since upgrade

I'm sorry in advance if this is the wrong group for this. Kindly direct me
to the correct group if so.

I realize we are behind the curve here but we just upgraded from 2000 to xp
and are having a weird issue. I have some corruption in my normal.dot
template and need to delete it, but when I try the system says I do not have
access to the disk. I am in the administrator account. I can not modify,
delete, or add anything to the C drive. I've been told I have a corrupt SAM,
but not how to fix this. The only things i've found on corrupt SAM's are if
you can't boot and if you use system restore. Our boss made us turn OFF
system restore due to poor system performance so that is out.

Did anyone else have this problem when you upgraded (if you can remember
back that far that is)?

) Access Properties on C: and change permissions. Assure simple file sharing
is enabled or you won't see the Security tab. Add adminstrators and Everyone.
Remove all others. Give both full control for now. Click Advanced and assure
permissions propagate to child objects.

) Create a new administrator account named something like MeAdmin. You're
not supposed to use the default account anyway. Login to the new admin
account which will create a new normal.dot also.
