Weird toolbar+HOMEPAGE problem

How do I get rid of a toolbar that seems to have
installed itself on IE? Also, how do I change my
homepage--the same program seemed to have installed
something which won't let me change my home page.

The Homepage change [and the Toolbar add-on] are caused by parasites.
