Weird IE6 problem

Following a system rebuild and reinstallation of XP I can change the
homepage on my (admin) account to whatever I want.
The problem comes when other users try to set up their own homepage.
IE opens with MSN but they can't change it to anything else.
Tools>Internet Options>General.
Type new URL into homepage box or use current, Apply, OK.
Hit homepage button and it reverts immediately to MSN

How do I allow them to change their homepage?

Options in several third-party applications disallow such changes. These
include Ad-aware Pro's Ad-Watch, Spybot Tea Timer, SpywareBlaster, Norton
AntiVirus, McAfee VirusScan and/or Antispyware, and Zone Alarm.
