weird runtime boot error

I get a message after creating a runtime image and placing
it into an ACTIVE Hard Disk, it says that I'm
missing "system32\DRIVERS\pci.sys" and that I could use
the original setup disk to fix this problem. Any ideas how
to fix this in Target Designer? Or anywhere else? thanks.
