Weird menu view

I've noticed that some of the menus on various applications have changed
from having the default background colour (i.e. grey) to going white (and
staying white) as I hover the mouse over them. I'm talking about the
horizontal menu items at the top of the applications page, i.e. "File Edit
View Tools Help " etc.

Application example is System information (which looks like that as soon as
I open it!). It never used to do this, and I can't think of any recent major
changes to the system.

Any ideas?
