website locked site access

I have internet access that works in all areas except
locked sites. I have contacted my server and the settings
for internet options appear to be correct however I am
still unable to access secure sites. Also my downloading
of update information does not complete.

Any assistance would be greatly appreciated

I followed the advice of Taurarian to an earlier complaint about the same problem and resolved it right away.
I now have full access to secure sites like ban , paypal, etc. Taurarian suggests the following...

Go to start/run Type in: regsvr32 softpub.dllks

It worked for me in seconds.
