Webpage Titles are not Changing

I am having problems changing my Webpage titles, (The Titles on the little
blue part of the Browser) I go to the properties of that page and then the
general tab, change the name to what i want and hit apply, then I go back and
look at it again and it's the title that it was before
Any Help would be appreciated

That did not work
I did just notice that I can change some of the Titles, but these Files were
actually created today and i can change the title to them, but something that
was created a long time ago, i change it then hit apply, and when i look at
the properties again, it didn't change

That worked but it didnt fully work
When i went into the code and tried to save it i got this message:
You have made changes to the non-editable regions of this page. These
changes will be discarded the next time the page is updated from the attached
template. Please choose an options:
-Always restore non-editable content while editing this page
- Always all change

When i kept the changes it worked just fine but when i made changes to the
template it went back

How do i not make the title apart of the template, i think this is why it's
not working

Ok, i think i figured it out and it's been working but i don't think it's the
correct way

I just removed the Title Part from the Template and then reinserted the
Title Tags in my indivudual pages
If there is another way of doing this, let me know
