Web Reference Not Available

Hi All,

I started writing an application and need to add a "Web Reference" and the
item is not available in my VB 2008 IDE. I have an example application and
"it" uses a web reference just fine. However, with my application loaded
into the IDE, I only see "Project > Add Service Reference..." and not
"Project > Add Web Reference..."

Any ideas?
