"Web page unavailable" message

Hello, Out There! :) HELP!

A window with the following message keeps popping up AT
RANDOM on my screen, whether online or not. How do I stop
this from happening?

"Web page unavailable while offline.
The web page you requested is not available offline.
To view this page, click Connect."

I would appreciate any help offered, as it is becoming
rather annoying and I, frustrated! :)

Hi,

Most likely some garbage got installed on your system, you need to clean it
out.

1) Install and run Adaware from www.lavasoft.de

2) Install and run Spyware Blaster from
http://www.javacoolsoftware.com/spywareblaster.html

3) Dump all TIF's and selectively delete unwanted cookies

4) Turn on the native firewall or install a third-party one
