why can't I open the web page when it has been saved to
my desktop as an icon
.
if you are using dial up then make sure you are
connected to the internet first.

I just right click on the web page and then click
on "create a shortcut"

The steps that you describe create an internet shortcut. These work the
same way as Favorites: if online, clicking the desktop shortcut will bring
you back to that website. No page content is saved separately to your hard
drive using this method.

To save a web page: With the page you want to save displayed in your
browser, use File> Save As. In the "Save as Type" drop down list, you can
choose from:

--Web Page, Complete (.htm): This creates an HTM file and a folder -both
with the same name. Inside of the folder will be files, such as images,
that are needed to display the page in almost the exact same manner as
viewing it online.

--Web Page, Archive (.mht): Similar to above but combines the htm file and
folder into a single file with the *.mht extension.

--Web Page, HTML only (.htm): Good choice for saving pages that are mostly
text. Only the main HTML file is saved. Images and other additional page
elements will not be saved to a separate folder and they will not be
displayed when you open and view the saved file.

--Text File (.txt): Another good choice for pages that are mostly text. All
text formatting (font size, font style, font colors) will be stripped and
content will show in the single font that you have selected in Notepad.
Instead of opening in Internet Explorer, the saved text file will open in
Notepad.
