web page background

i'm at a loss here. i've been programming and playing
with explorer for years. heck, i'm a web developer. BUT,
on my home machine i cannot get the web page to display
the background color of the site. i have made sure that
the settings are set to accept the background colors, and
not use any setting that i have set (redundant, i know).
can someone tell me another place where that might be set?

When you attempt to view a Web page that has a background color or
background image, the background is not displayed and a white background is
displayed instead.
