I have been tasks to create tech notes in word. these tech notes have a lot
of print screens to show the user. When I convert the word document to html,
the print screens display with the little red x and an outline of where the
document should be. Any suggestions.

Where are you looking at the HTML file -- still in Word, or in a
browser? When converting to HTML, Word puts all necessary "objects" into
a subfolder with the same name as the filename and puts it in the same
folder. Have you copied this folder along with the file?
