Download DirectX 9.0b
http://support.microsoft.com/kb/825116

How to obtain Microsoft support files from on-line services
http://support.microsoft.com/kb/119591/

You can extract them both from the SP2.cab files that should be on your PC
Directories
kstvtune.ax locate in here:
C:\Windows\ServicePackFiles\i386
C:\Windows\Driver Cache\i386\driver.cab
C:\Windows\Driver Cache\i386\sp2.cab
C:\Windows\ServicePakFiles\i386\sp2.cab
C:\Windows\SoftwareDistribution\SelfUpdate\165fhe7738488
C:\Windows\SoftwareDistribution\SelfUpdate\165fhe7738488\sp2cab

If you locate in one of these paths you can copy it to the other paths then
Reboot your machine and see if the issue will resolve.
Or you can run this command:
sfc /scannow click [OK] and let it run, you may be asked by the OS to hand
in the XP CD, so be ready to insert it in.
HTH.
