We Need Your Help!!! Comp won't boot!!!

Hi everyone,
My brother's computer is bugging out!!! It all started when it began
running sluggish, we upgraded the memory,it didn't resolve the
sluggishness so I reinstalled WinXP Pro. From there it was giving us a
problem booting up, so I tried reinstalling Win XP Pro many times and
it installed but when the computer reboots it would give out errors on
the Blue Scree of Death. After numerous reinstalls it booted fine
twice, now the computer comes on but no action from the system, the
hard drives are not spinning nor is the monitor coming on.
His system is :
JustPC case jpc747p
PC Chips MB M-960G, Power suppy 350-400
Intel Celeron D 2.66
Corsair D400 1gb memory x2
Radeon 9550 video card-256mb
Primary HD- Maxtor 200 Gb 6L200R0
Slave HD- Maxtor 200 Gb 6L200R0
Primary CD- Ukn Brand Cd Burner
Slave CD- Pioneer DVD Burner
Standard Floppy drive

Details on finding the problem would be appriciated!!! We are at a
lost for finding a solution!!!

remove the 1 stick of memory
remove all hard drives except the boot drive
remove all opticals (CD roms)
have you cleaned up the inside of the case?
fans are all spinning?
try and boot

Hi and Thanks for the reply!!!
I have tried what you suggested and still no boot. I even removed the
video card and no beeps. When I push the on button on the case the
fans come on and that's it. I hear no activity from the components!!!
Could the mb be dead? If so, what socket 478 mb do you guys recommend?
This POS mb is only 1 year old, and my brother is ready to fix it with
a bat!! We do not overclock it, in case you are wondering! LOL!!!!

There are two suspects. MOST LIKELY is a bad power supply. But the
mainboard was junk before it left the factory. Try a new power supply of
about 400W, and get a GOOD name brand like fortron/sparkle or enermax. If
that doesn't work, and it's a socket 478, try the following motherboard as a
cheap but reliable replacement: (just be sure to format drive C: and
reinstall Windows XP if you replace the mainboard)

This may get you a warranty replacement, but I don't know what sort of
manufacturer's warranty PC Chips offers on their boards. Other
manufacturers offer from one to three years warranty. While the board
may only be a year old since purchase, the capacitors they put on it and
the date of manufacture could be much older. Have a look at the
capacitors and look for bulges at the tops or leakage from the bottoms
(it's harder to see bulging capacitor bottoms without removing the board
from the case, and even then it's hard to see until they leak).

OK, I'm on the way to a repair or upgrade, whichever sounds coolest!!
I ordered the following from NEWEGG.COM:
ENERMAX Noisetaker EG495P-VE SFMA ATX 485W Power Supply
MSI 865PE NEO2-V Socket 478 Intel 865PE ATX Intel Motherboard

The crazy thing now is my computer is not noticing that I upgraded to
3 1Gb memory, and is having random reboots. I replaced the original
512 Mb memory chips and system seems stable. Motherboard (ASUS P4S533)
would not recognize the 3 1Gb chips, wierd, nothing in BIOS to fix, in
fact it read 1532 MB, that's all!!! Anyway, in replacing the 512 Mb
modules I accidently broke the white locking tabs on a memory slot, so
the above motherboard might go into my computer.
