Watermark type on reports

Is it possible to put a watermark on a report. I was hoping to use something
like MS word watermark look. the big picture is to be able to put a toggle
switch on a form that will allow you to print draft or final documents, with
the draft documents having the watermark of draft.
 
Try the Picture property of the report.

For a "light" watermark effect, I first use my graphics software to reduce
the contrast on the picture... so it shows, but doesn't interfere with
reading the information.
