Warning messages

Our e-mail is configured to reject anything the users try and send out
that is over 10MB in size. Is it possible to set up Outlook so when
users try and send an e-mail that is too big they get a warning before
it sends rather than an undeliverable message after it has tried to
send?

The rule run after a message is sent so I don't think you can stop it.
