wanted: photo gallery with user access

I've seen alot of photo galleries allow me to make my gallery and move it to
my web server. What I'm looking for is a gallery program (preferably PHP)
that will let users surf into my website and create/maintain their own
galleries. Free is good. Cheap can be handled. Barter always works for
me.
