Want to change MSBROWSE master

I want to change the browse master responsibilities from one machine to
another. But no matter what I do the same machine keeps winning the
election for the browse list.

Current master is : lan4 (Windows XP Home SP1)
Proposed master is : lan3 (Windows XP Home SP2)

I disabled the computer browser on lan4 and set it to automatic on lan3.
Reboot both machinces. lan3 would start with the service up but it stops
after about 5 minutes. At my wits end on this. What can I do to make this
change?

Any messages in the Event Log on LAN3? How do you know it's stopping?

What does browstat show?

I get the following message in the event log.

The Computer Browser service terminated with the following error:
This operation returned because the timeout period expired.
For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp.

Unbelievable! I needed to turn on the Windows Firewall/ICS Service. I had
this service disabled on my SP2 machines. Doesn't make sense. Guess I have
to do more digging into this scenario.

Source, Category, Event ID might help too.
