Want "Start" menu program files expanded

When I click on the "Start" button then "Programs", how do I get the program
menu to open fully expanded showing all of the programs immediately?

Right click the Start button, select Properties, Customize. Locate the option for Personalized menus and uncheck it.

I believe that Personalized Menus only shows if your Desktop Scheme is set
to Windows Classic ... not for the others.
And I believe they want to know how to auto-cascade All Programs like
Control Panel and others.

This can only be done with non All Programs, the auto-cascade is not
available for All Programs ... you can only see them as you move the mouse
over each item.

You can auto show the first level, if not Windows Classic Mode, by unchecked
Scroll Programs in Start Menu | Customize | Advanced
and uncheck Scroll Programs in Smart Menu items window.
