Want option to TURN OFF Reading Pane in Outlook GLOBALLY

Currently,
"Global changes to the Reading Pane, with the exception of options set in
the Reading Pane dialog box, cannot be made; you must make them individually
for each folder."

Compromise Possibility: child folders inherit config traits of parent folder

Huh? Where did you read that? You can either start Outlook with the
nopreview switch (http://www.outlook-tips.net/beginner/switches.htm) or edit
the global view (basic instructions:
http://www.outlook-tips.net/howto/grouping.htm, works for all folders using
that view) - editing the default view applies to all folders using that
view, including child folders.

BTW - if you are doing this to improved security, the reading pane is safer
than opening messages to read them.

Is this only for exchange outlook?

It works in Outlook. There is no "exchange outlook".
