Wallpaper removal through policy?

I have been trying to remove users wallpaper through a group policy. I have
enabled Active desktop, prevented the changing of wallpaper and tried to
disable the style of wallpaper (which should just remove the wallpaper, which
is what I'm after)

The problem is this doesnt work on all machines, you see the policy applying
and then the origional wallpaper is left on the mahcine.

My workaround for this problem is to specify a path
c:\windows\web\wallpaper\bliss.bmp and make everyone have the same for the
time being.

This has also caused a problem in that there is a "haze" around all of the
icons on the desktop now. The icons dont look like a "clean image on the
desktop", I know this is a bit of a vauge description but any help will be
appreciated

For what it is worth, I have noticed this bug too and to date have been
unable to avoid wallpaper display defects using those policy registry keys.
