I'm currently evaluating different VPN solutions. I have been focusing on
SSL VPN solutions. I have been looking at industry evals and MS has never
been considered a VPN contendor. Is there a reason for this?

Who knows, maybe Microsoft didn't have a stake in funding the study?

I setup a wide array of VPNs for clients. It depends on the structure,
layout, and the availabilty of equipment.

For site to site VPNs I like to use Linux with an IPsec tunnel, secure,
cheap, widely compatible with other hardware vendors, and fairly easy to
install. (Plenty of online help out there)

For my roadwarriors (People who have their laptops in a hotel somewhere) I
use Microsoft's PPTP as comes with XP,2000,98,NT,95 and can also be
compatible with OSX for your Mac users.

Granted, it all comes down to the size of your organization and how complex
you want the login to be. For my clients 5-100 users PPTP works well for
me.
