W2K shutdown but not power off

Hi
We have W2K on an old Compaq EN PII. It works fine, but
when I shut it down it ends up with 'It is safe to power
off your computer' - instead of powering off
automatically as desired.
Is there a setting to force it to power off?

Look in
Start
Settings
Control Panel
Power

there's a tick box in there to use apm if available.
