Can help you with the no-reboot, unless you have a
product like go-back.

You can uninstall SP4 if you archived the old files when
installing by going to add/remove programs, then
uninstalling the SP4 service pack.

You may be able to do this by booting into safe mode, then
uninstalling SP4?

I have the same problem this writer does, however the only
safe mode which my computer will continue past the point
of loading the desktop icons is in "Safe with command
prompt" and so far I haven't figured out a way to do the
uninstall without being able to run the control panel. If
you know of a way I'd sure appreciate any info you could
give me. Thanks.
