W2k - Cannot set PC time using NIST source - SNTP/NTP

I just noticed our SNTP client is not able to access
external time servers (nist, etc). TIME protocol is OK
but NTP or SNTP fail. Have the latest security patches
and SP4 on small lat with BEFSX41 NAT router--- filter
port 123 is open outbound. This WAS working even with no
changes to NAT... is there something in W2K patches that
changed?

Any thoughts would be appreciated. I cannot find anything
in the KB that seems to fit.

Follow-on... this is on a simple w2k prof sp4 workgroup
lan--no server! ...
