W2K Adv Server will not boot - hangs on splash screen

Our Windows 2K Advanced Server hangs on the windows splash screen. The
progress bar gets to 75% and just stops. The BLUE scroll graphic above it
keeps running/scrolling.

The machine will boot to safe mode and safe mode with network.

So far I have done the following:
1. Unplugged the USB APC/UPS from the server
2. Unplugged the tape drive from the server
3. Stopped all un-needed (for lack of a better word right now) services:
Anti-virus
CA Back-up Software
Lotus Domino Server
4. Un-installed APC Client software
5. Un-installed all the Feb 2005 Win 2K patches
6. Saved the event logs to text files then cleared them

and it still hangs on the splash screen

Below are the errors in the logs when booted in safe mode with network:

I have also tried:
msiexec /unregister - it worked unregistered the service
msiexec /register - errored out
when I try to run the windows installed exe program it says the service is
already registered BUT it does not show in the services list nor in the
regedit path currentcontrolset/services

Does this ever boot, if after a very long time? In W2k, when there are
problems with the NIC, there is an exceptionally long timeout that can be on
the order of 15-30 minutes. I would first suggest uninstalling the NIC and
then reinstalling the drivers.

Post more of the logs here and try posting to the active directory group. I
know this isn't exactly on topic, but you'll get wider exposure to the
server crowd.

If all else fails, make sure you have good backups and do a repair of the
OS. (You have an Emergency Repair Disk, right?? make one if you can!)
Insert the OS CD and boot from that, telling the installation to repair.

Finally if this doesn't work you can try re-installing the OS on top of
itself. This will result in some loss of patches and setups, but should
still keep the system running if you didn't wipe the drive.

These last two are at your own risk. If this is impacting your business, I
would suggest spending the cash and opening a case with Microsoft.

Ryan,

Rigth now - no it won't do a normal BOOT at all - been on the splash screen
for 2 hours now. It will boot right up into safe mode and safe mode with
networking with minimal time/delay.

Prior to this current boot-up delay, the server would sit on the splash
screen at 75% for 5-10 min.

Its a DELL Poweredge 6600.

Current Plan:
FTP the files what we need to a different server (been on the notes/domino
groups)
Re-do the NIC card with data/files from Dell
Hope and hope some more

Worse part is out notes/domino administrator had a heart attack a few weeks
back and is not back so as SQL admin they called me.

Ryan,

The server finally booted after 4 hr and 30 min on the splash screen.

I was able to run the Windows Installer v3 patch and it installed BUT I DID
NOT do the re-boot yet. Going to hold off till the end of the day.

I also see Dell released a new BIOS for the server on 2/14/2005
