Windows 2000 only supports version 1 cert templates while 2003 supports both
version 1 & 2 templates.

To set up a W2003 CA, the Active Directory schema must be upgraded to the
W2003 schema. You cannot install a W2003 CA into a W2000 based schema.

What you need to do is to run "adprep /forestprep" at a W2000 DC. The adprep
tool should get from the W2003 CDROM.
