I know that Vsync stops texture tearing by preventing framrates from going
about the refresh rate of the monitor.
However I'm a bit unclear as to how this is done. Does it reduce all frame
rates by a certain percentage, (i.e. a both 60fps and 30fps would be
reduced) or does it only reduce the framerate when it rises above the
refresh rate (i.e. on a 60Hz monitor 30fps would stay the same but 70fps
would be reduced)
