VS 2008 Standard...No Setup & Deployment???????

I created my first Windows Form application in VB.net 2008 and after
running into problems just copying the created files to the target PC
I thought I must need to do a setup program because I seem to missing
something.

Low and behold there is no Setup & Deployment template listed under
other templates. I even ran restore templates command and still
nothing.

So is it as I suspect and you do not get a setup & deployment with VS
2008 Standard??????
